Board Byline: Saving Money on a Major Treatment Plant Upgrade
Balancing infrastructure needs with customer costs remains a top priority for the Board. Adding tertiary treatment is one of the most significant capital improvements in our current plan. The facility was originally scoped at $14M, making it our single most expensive capital project. We’re pleased to report that the construction and engineering contracts were recently awarded for approximately $12.5M, significantly below the original estimate.
We have also secured $5M in external funding, including a $3M state grant and $2M in DEQ loan forgiveness. After grants and loan forgiveness, the remaining project cost is approximately $7.5M.
Construction is expected to start later this month at our existing treatment plant.
Discounted Storm Drain Cleaning Available to Businesses
Oak Lodge offers the Storm Drain Cleaning Assistance Program (SCAP) to help businesses protect local watersheds.
Storm drains require regular cleaning to function properly. The $55/drain program fee covers the removal of pollutants and debris from standard parking lot drains, allowing clean water to flow through the stormwater system.

Upcoming Budget Meetings Open to the Public
The Budget Committee, comprised of members of the public and the OLWS Finance Director, will be meeting soon to review the fiscal year 2027 proposed budget. Each session includes a public comment period where community members can share their thoughts and ask questions. This year’s meetings are on the following dates:
April 7: Initial Budget Committee meeting
April 9: Budget Committee deliberations
April 16: Budget Committee deliberations
May 12: Projected budget adoption
