LIFT STATION 2 PROJECT

Sealed bids for the work of rebuilding Oak Lodge Water Services’ (OLWS) Wastewater Lift Station No. 2 will be received at the Oak Lodge Water Services’ Technical Services Office at 14611 SE River Road, Oak Grove, OR 97267. Bids will be accepted between noon and 2:00pm on Tuesday, January 31st, 2023. Bidders may submit bids earlier than this time by appointment. Bids received after the 2:00pm deadline will not be considered. At 2:00pm, sealed bids will be publicly opened and read.

The Lift Station 2 Project generally consists of demolishing an old wastewater lift (pump) station and rebuilding it in a new configuration with new equipment. The work includes setting up and operating temporary wastewater bypass pumps, demolition, structural and coating upgrades to the subgrade structure, furnishing and installing new mechanical and electrical equipment, and constructing an above grade electrical room and toilet. The Engineer estimates this work to cost approximately $1,500,000.

All bids shall be submitted in a sealed envelope, on the furnished Bid Submission Packet, which is provided in Section IV of the Contract Documents and explained in Section II - Information for Bidders. Bidders will be required to attend a pre-bid meeting at the project site on Tuesday, January 24th, 2023 at 10:00am to be eligible to submit a bid.

ON-CALL SCADA SYSTEM INTEGRATOR SERVICES 

Oak Lodge Water Services (OLWS) is requesting System Integrator qualifications to provide On-Call SCADA System Integrator Services for OLWS’s ongoing capital improvement projects, construction projects, and maintenance projects. The services required will include Design Review Services, Coordination with the Contractor during construction phase, PLC, OIT and HMI Programming, Operational Technology Network Maintenance, Participation in Performance Testing, Startup and Commissioning Services, and On Call Support related services to OLWS’s Technical Services and Operations Divisions.

The intended result of this Request for Statement of Qualifications (RFQ) is to select up to three On-Call SCADA System Integrator(s) who will be contracted for a four-year period. OLWS will have the option to extend this contract for an additional two-year period. During the contracted period, OLWS can issue task orders to the selected On-Call SCADA System Integrator to augment the services provided by OLWS’s current design engineers, general contractors, or other entities. OLWS will also have the authority to issue task orders for as-needed services and standalone projects. The selected On-Call SCADA System Integrator(s) will be contracted directly with OLWS to provide direct coordination and oversight for programming deliverables.

Qualifications (Proposal) will be accepted until 2:00 PM on Wednesday, February 8, 2023, by electronic submission only. Proposals and questions shall be submitted to Brad Albert at brada@olwsd.org. A searchable PDF file of the technical qualification proposal is required. The rate schedule shall be separated from technical qualification proposal and attached as a separate searchable PDF file.

This request does not commit OLWS to retain any On-Call SCADA System Integrator(s), to pay costs incurred in the preparation of proposals, or to proceed with the project. OLWS reserves the right to reject any or all proposals, to negotiate with any qualified applicant, and to appoint more than one firm but a maximum of three firms to provide services outline in this Request for Qualifications.

Proposals (including accompanying materials) will become the property of OLWS.

OLWS reserves the right to request additional information from prospective On-Call SCADA System Integrators prior to final selection and to consider information about a firm other than that submitted in the proposal or interview.

ELECTRONIC RECORDS MANAGEMENT SYSTEM 

Oak Lodge Water Services (OLWS) is requesting proposals for a cloud-based electronic records management system (ERMS) meeting DOD 5015.2 certification requirements. Proposals will be accepted electronically until 10 a.m. PST on Wednesday, March 8, 2023. Proposals received after the deadline will not be considered.

OLWS reserves the right to reject any and all proposals, to waive irregularities and informalities in the request for proposal and evaluation processes, and to accept any proposal deemed to be in the best interest of OLWS. No vendor may withdraw their proposal for a period of 90 days after the proposal due date.

HILLSIDE SEWER LINE REPLACEMENT

Sealed bids for the work of replacing a portion of sewer line along the Willamette River in zip code 97267 will be received at the Oak Lodge Water Services (OLWS) Technical Services Office at 14611 SE River Road, Oak Grove, OR 97267. Bids will be accepted between noon and 2:00pm on Tuesday, March 7th, 2023, at which time sealed bids will be publicly opened and read. Bids received after the 2:00pm will not be considered. Bids may be submitted earlier by appointment.

Bidders will be required to attend a pre-bid meeting at the project site on Thursday, February 23rd, 2023 at 10:00am to be eligible to submit a bid.

The Hillside Sewer Line Replacement generally consists of removing and replacing two manholes, along with 632 feet of 12-inch diameter and 175 feet of 8-inch diameter asbestos cement sewer pipe. The stretch of 12-in pipe is approx. 10-ft deep below the east bank of the Willamette River. The 8-in portion may be pipe burst. The Engineer estimates this work to cost approximately $520,000.
