Starting Soon: Oatfield Road Water Main Replacements Project
Project Overview
In November 2025, the first phase of a major water main replacement project will begin along Oatfield Road. The work will be completed in three phases, spanning 2025-2027. The first phase project area is bound by Aldercrest Rd. to the north and Loeffelman Rd. to the south.
Purpose
Throughout the project, we’ll replace more than 16,000 feet of water mainline pipes, increasing their diameter from 6 to 8 inches for greater capacity. We'll also upgrade from cast iron to more durable, corrosion-resistant ductile iron for greater long-term service reliability.
The result: Replacing aged pipes reduces service interruptions due to main breaks, increases capacity, and helps control long-term costs.
Budget: $8,060,000 investment across all three phases
Phase 1: Install Sections of New Water Main and Fire Hydrants
- Sawcut the pavement to mark the excavation area.
- Dig a trench.
- Install a section of the new main.
- Backfill the trench and temporarily restore the area with an asphalt patch.
- Test the new main for pressure and water quality.
- Repeat the process for additional sections of main.
- Install new fire hydrants.
Phase 2: Reconnect Water Service Lines
- Dig near each customers' water meter to locate their water service line.
- Disconnect each customer's water service line – or the smaller pipes that branch off from the main and deliver water directly to homes and businesses – from the old main.
- Connect each customer's service line to the new main.
- Temporarily restore the area with an asphalt patch.
*This phase will require water service shut off to customers in the immediate area of the main installation. We will notify affected customers in advance of the work.
Phase 3: Disconnect Old Water Main from Water System
- Dig into the street to locate both ends of the old main.
- Disconnect the old main from the active water system.
- Cap off both ends of the old main.
- Leave the old main in place underground.
- Temporarily restore the area with an asphalt patch.
*This phase will require a water service shut off to customers in the immediate area of the main installation. Impacted customers will be notified at least 48 hours in advance.
Phase 4: Permanent Paving
- Remove the existing road surface using a heavy machine with a rotating drum and sharp blades.
- Clean and prepare road surface.
- Spread and compact hot asphalt evenly using paving machines and workers.
- Apply a light dusting of sand to ensure safety and durability as the asphalt cures and settles.

Potential Project Impacts
We try to minimize disruptions as much as possible; however, affected areas may experience:
- Temporary water outages (those affected will receive advance notice)
- Traffic delays and temporary road or lane closures
- Heavy equipment and materials in the work area
- Some noise and dust during construction hours
On-site crews will communicate directly with home or business owners about any direct impacts to their property.

Improvements in Public Right-of-Way
The majority of the project will take place in the right-of-way. For the reconnection to the water meter, a small area behind the meter will be impacted. Work crews will coordinate with homeowners with easements in or near their property.
