Solids Piping Project

Invitation to Bid
Sealed bids for the work of installing sludge piping, valves, a sludge pump, and associated equipment will be received at Oak Lodge Water Services District (Owner, District) Administrative Office at 14496 SE River Road, Oak Grove, OR 97267.
As a social distancing measures to limit the spread of COVID-19, this office is normally closed to the public but will open between noon and 2:00 PM on Tuesday, September 1st, 2020 to receive bids. Bidders who wish to submit bids earlier than noon on September 1st can do so by appointment. Bids received after 2:00 PM will not be considered. After 2:00 PM, sealed bids will be publicly opened and read.
Bidders are asked to have only one person attend the Bid Opening event and not attend if they are feeling ill.
The project generally consists of constructing two 6-inch HDPE thickened sludge pipelines and associated valves for control and connection to two digester tanks; installing a new waste activated sludge (WAS) pump, suspended solids probe, and associated piping and electrical equipment; and, modifying miscellaneous pipe networks and valves. The Engineer estimates this work to cost approximately $310,000.
All bids shall be submitted on the furnished Bid Submission Packet, provided in Section IV of the Contract Documents, in a sealed envelope, in the form and manner described in Section II: Information for Bidders. Discussed in Section II is the requirement that bids be accompanied by a bid security in an amount of ten percent (10%) of the total bid amount. Bidders will be required to attend a pre-bid meeting on Thursday August 27th, 2020 at 10:00am to be eligible to submit a bid. Sealed bids shall be addressed to the District’s Representative.
Interested parties will need to contact the District’s Representative, preferably by e-mail, to have the full Contract Documents e-mailed to them. The Contract Documents are free of charge, and by receiving them, interested parties will be listed on the Plan Holders List. The email address provided by Plan Holders requesting Contract Documents will be used to notify of any addenda throughout the bidding process and may be displayed on the public Plan Holders List.
